NBHA 2019 Meeting Minutes

NBHA 2019 Annual meeting was called to order at 8:00 by President Greg Blair.

Secretary Tim Penn proceeded with the roll call of Officers and State Directors. Officers present were President Greg Blair, Secretary Tim Penn, Treasurer Ray Brown, 3rd Vice President Shane Bevel, and Futurity Co-Director Bruce Mercer. State representation was Alabama, Harold Boyett; Arkansas, Kenny Snow; Georgia, Daryl Thomas Jr.; Illinois, Ray Brown; Kansas, Charles Kenney; Kentucky, Joe Hopkins; Missouri, Larry Carpenter; Oklahoma, Shane Bevel; South Carolina, Bruce Mercer; and Wisconsin, Greg Blair;
National meeting minutes 2018-2019 were sent electronically for review prior to the meeting. Time was allowed to discuss any changes or corrections to them. Motion was made by Larry Carpenter and a second from Shane Bevel to accept last years minutes as written. Motion was approved.
Officers reports were read and discussed among the group. Reports read were Presidents, Secretary, Treasurer, and Futurity. Third Vice President presented his report to the group, and the Futurity and Treasurer provided summary of their financial reports. After all was read and presented a motion was made by Stan McCain and a second by Larry Carpenter to except all reports. Motion Passed.
Election of officers had four positions to vote on this year.
President position had candidates, Bruce Mercer and Tim Penn; 1st Vice President candidates, Ken Black and Bret Bonner; 2nd Vice President candidates Jacob Starnes and Jim Ogle; and 3rd Vice President candidates Shane Bevel and Chelsey Conroy
President elected is Bruce Mercer, of Jonesboro, GA for a two year term
1st Vice President elected is Ken Black, of Washington, IL for a two year term.
2nd Vice President elected is Jacob Starnes, of Derby, KS for a two year term.
3rd Vice President Shane Bevel of Tulsa Oklahoma re-elected for another two year term.

Several proposals were submitted for Rules and By-Laws consideration.

Proposal (1) “Handlers Catching the Front” submitted by Ken Black, was “Dropped”

Proposal (2) “Catch Up Rule” submitted by Bruce Mercer, was “Dropped”

Proposal (3) Chapter 5, Article I, Section 22, (ad wording) “Determine an allowable age for seniors to ride a horse or ATV, who are have trouble keeping up.” Submitted by Dan Crunk, (TABLED), Greg Blair to check with American Field.

Proposal (4) Chapter 5, Article I, Section 22, a. (Change wording) Current; A handicapped handler may handle up to 2 dogs per stake and must be the owner of those dogs. Proposal; A handicapped handler must be the owner of the dogs he/she is handling. Submitted by Bruce Mercer. Motion was made by Shane Bevel and a second by Greg Blair. Motion Passed

Proposal (5) Chapter 2, Article VI, Section2, b. (Georgia request Regional realignment) Georgia requested to be removed from the Southeast Region and be placed in the Southern Region. Submitted by Bruce Mercer. Motion was made by Ray Brown and a second by Shane Bevel. Motion Passed.


Proposal (6) Chapter 2, Article VI, Section1, (Realignment of Regions) posted in Chapter 5, Article II, Section 2, b. Submitted by Bruce Mercer. Motion was made with amended name change of Southeastern Region changing to the Eastern Regional, by Greg Blair and a second from Shane Bevel. Motion Passed

Proposal (7) Chapter 2, Article V, Section 3, Treasurer (add new section d.) d. Oversee preparation and timely filing of required federal tax returns for the corporation. Submitted by Ray Brown. Motion made by Shane Bevel and a second from Bruce Mercer. Motion Passed

Proposal (8) Chapter 2, Article V, Section 3, Treasurer (add new section e.) e. Ensure the corporation maintains its active status with the State of Oklahoma “Secretary of State”. Submitted by Ray Brown. Motion made by Shane Bevel and a second by Bruce Mercer. Motion Passed

Proposal (9) Chapter 2, Article II, MEMBERSHIP (change definition)

“CURRENT” ARTICLE II – MEMBERSHIP

Section 1. The membership of this corporation shall be unlimited in number and any person, partnership, corporation or association of good character and standing shall be eligible for membership upon compliance with the requirements set forth by the Board of Directors and agreeing to be bound by the Regulations and By-Laws of this corporation when, and not until, their application for membership is approved by the President and Secretary of the corporations and said application is approved by at least (2) two trials ran from the state from which the application comes. There shall be the following classifications of membership in the corporation, via:

a. ACTIVE MEMBERS shall be those clubs contributing a fee of three and no/100 dollars ($3.00) per dog per stake or field trial to the association or corporation and engaged in fostering and increasing interest in and by promoting, regulating, controlling, supervising, and conducting field trials on Upland Game Birds.

b. HONORARY MEMBERS, or those entitled Directors at Large shall be persons deemed by the membership of the corporation to be of great national or international renown in the field of ornithology or particularly interested in the restoration and perpetuation of wild Upland Game Birds on the North American Continent or in the field trials. Generally, honorary members may be elected posthumously. All honorary members of the corporation shall be elected by a vote of the membership of the Directors and shall not be entitled to vote as honorary members of the corporation. But may advise or serve on committees.


“PROPOSAL”
ARTICLE II – MEMBERSHIP

Section 1 There shall be the following classifications of membership in the corporation, via:

a. ACTIVE MEMBER CLUBS are those clubs that advertise in the American Field and carry the NBHA logo on their club trial ad, and by doing so have pledged to pay a fee of three and no/100 dollars ($3.00) per dog, per stake or field trial to the association or corporation. Active Member Clubs must advertise one trial with a NBHA logo in the American Field each trial season to be in good standing. And engaged in fostering and increasing interest in and by promoting, regulating, controlling, supervising, and conducting field trials on Upland Game Birds.

b. Other New Business

Hall of Fame Nomination submitted to HOF committee was Fatal Attraction, PF, submitted by Buddy Smith. HOF Committee reported that more information regarding placements and performance records was needed before a vote. No vote taken

Ken Black announced that he and his wife Carol would be holding a demonstration on Field Trials at their farm in Marshall County, Illinois on October 21-22

President Bruce Mercer established a committee on the NBHA Rule Book. Committee’s goal is to look for areas to clean – up. Committee members are Greg Blair, Chelsie Conroy, Kenny Snow, and Jim Ogle.

Meeting Date for summer of 2020 is July 24, 25 at Memphis, TN. Banquet and awards will be at the Bird Dog Museum at Grand Junction, TN
